Why would my car just ouit while driving down the road and not restart

There are so many things that can cause this issue. Best bet is to take it to a repair shop and let them look it over for you.

There are many, many things that would cause a car to suddenly quit. Most likely you lost fuel or spark. A bad fuel pump could do it but without more information it is just a guessing game.
