1999 Honda Civic EX idles high once started and then sputters when I press the gas pedal?

I also have an intermittent check engine light for an O2 sensor...could this be the culprit?

Two possible issues IAC idle air control Valve try cleaning it usually a waste of time! probably needs to be replaced and YES. the 02 sensor can effect the engines power / running If its original long over due 1999 !
