Passport stuck in Park

I am having problems with moving from the gear shift from Park to Drive. It is stuck in park when the engine is on. When it is off i can move the gear shift. I have the brake applied. Please help!

I had the same problem with a Thunderbird a few years ago it was the brake light switch I would check to see if you have brake lights because of you don't it wont send the signal to unlock the shifter when you start it
