2002 Honda civic LX

I have a 2002 Honda civic LX and the radio and
anything to do with ac/heat will not work the
hazards have a spasm and rapid flick and all I can
hear is the relay but no lights are on and I can't
figure it out I've checked fuse #8 and #9 but I can't
seem to find the issue if anyone can help it would
be awesome thank you!

The 2 issues may be unrelated , check the tabs on the fuses for discoloring and any obvious wiring problems ie. someone elses handy work/cobb jobs . You can swap similar relays to maybe isolate the problems . Hondas are usually free of electrical issues . I think .
