I have a 2001 dodge neon and it's been sitting for awhile now and I go put the charger on it the lights , horn, and flashers are going nuts I let it charge for awhile and see if this starts

Are you saying that the lights and horn go off when you connect a battery charger? You may have trigger a car alarm system. If so I would disconnect the battery and charge it separately.
