I have a 2001 dodge neon. The right headlight is out, but when I go to replace the blown fuse, the wipers refuse to turn off. If I leave the blown fuse, the wipers turn on with the turn signals. Help?

you have a short check your wiper handel and trace your wires and see if you have 2 wires grounding out.
