Fuzzy fabric peeling off panel under car

Fuzzy fabric is peeling off of this thin, plastic panel
under the vehicle and it looks like it is broken open
in the right of the picture. What is this under my car
and should this be fixed?

Probably a splash shield. The car must be under factory warranty, take to the dealer to replace whatever it is.
