can I swap a 351 Cleveland into my 16 mustang?

Not without some very great difficulty and horribly expensive, Cleveland engines are by themselves and definitely old school.

It won't pass emissions all the hardware has to be there , If they " sniff the tail pipe " it most certainly will fail
