My sons car shut off while going 80 mph on the highway.  The steering started lock, but the flahers and radio still worked.  he pulled off the road and restarted the car.

No way to really answer your question without an inspection, if the engine died there may have been a code set which can be recovered by a mechanic or auto parts store. BTW the steering got hard because the power steering pump stopped working when the engine died.
