Looks like plastic has lost the paint. U may need new ones...or sand, than clean, than paint them
Try using 800 grit sand paper then move up to 1500 grit should get off the blemishes without creating to much damage or scratches. Retouch the paint.
You can also have them stripped and polished which would look great in my opinion.
Keep in your mind that my car's wheel is 18 inch allow wheel. I don't want to make it worse
If theyare alloy and not painted or plastic i use to use chrome polish of 'Flitz' metal polish
Polishing the wheels will make them look like expensive custom wheels. Once they are polished you can clear coat them or use Mother's once a month to keep them looking like a million bucks. Nice thing about polishing stock wheels is you will never see another car like it.
