Hit latch release in side car, then in the senter of the hood there should be a lever lift up on it and it should open.

If you have broken the inside latch or cable, it is going to be very difficult to open the hood from outside. You will probably end up denting and/or scratching your hood and grill. You will have to go in through the grill to open the first latch and once you get it free, just raise the hood an inch or so and press the safety latch.
