"Whining" noise from engine Ford 90 Thunderbird

I have a 196 Thunderbird the motor runs fine but if I rev it at about 2000
revs it starts a "Whining" sound. Ive disconnected the alternator belt and
water pump to check those two items oft, New oil, no other sounds, the
engine runs very smooth and quiet. also this is when the car is stationary
and when running.
any suggestions its NOT a rattling sound just a high "WEEEEE" etc.

If there is an idler wheel in the fan belt system the bearings could be going bad.

Does the whining get louder if you turn steering wheel ? If so like Rowefast mentioned it's the power steering.
