Where is the fuel pump located in a 1996 Dodge
Neon

The fuel pump should be located in the fuel tank. Engine cranking, check voltage and ground for the fuel pump. Are you missing anything else, engine cranking, you have spark at the plugs and fuel injector pulse? Any applicable trouble codes?
