My ventilation fan blows hot air could that be because the temperture control is stuck or gone bad?

AC take a long time to cool down because hot air is coming out and if its on just air not
AC its just blows hot never just cool.

Less likely that the control has gone bad than the R134a has leaked out or the clutch on compressor is not kicking on. Look at compressor with engine off, the clutch is on the end by the belt. Start engine with A/C off and you will see the end part, the clutch, not spinning. Turn ON A/C and have a look to see if the clutch is spinning. If so, the clutch is working fine and the control is fine. You probably should just take it to a qualified mechanic for service.
