2013 vw passat tdi flood car

the BCM and KESSY unit have been replaced with new ones and is at the dealer to be programmed and they said they cant communicate with anything in the car. what powers these up? does the bcm control the power in the car?  Or the kessy?  the old units are fried. thanks

It they cant communicate with anything there is either no power to the data link or there is a problem with the CAN wires which is very possible being a flood car. Should have styed away from a flood car.
