Vehicle overheating

Vehicle overheats, temp goes over 210,
when in slow traffic, stop and go city
traffic. Temp goes down when at hi way
speeds. Have flushed engine, radiator and
new thermostat.

It has a fan clutch. Am trying to pinpoint whether it's the fan clutch, water pump or radiator. Hoping to get a little help before just replacing parts. Thanks

Thank you that helps narrow it down. Yes I can turn fan easily by hand. And was leaning towards the problem being the fan clutch. Also it it the easier and cheaper part to replace versus radiator or water pump.
