I just bought a Durango with aftermarket headlight. I recently found out if you turn wipers on low or medium the headlights and interior lights flicker bad. Could this just be a problem with wiring?

Could be a bad ground, Start with the battery and work your way to the things affected cleaning with wire brush or sanding paper. Might want to load test the battery as well and check if the alternator is giving you over 14 volts like it should do.
