Electric Power Rack & Pinion

When turning left or right and straightening out, the steering wheel needs to be held counterclockwise for a few yards before the front wheels return to home and the steering wheel returns to the center position.
Also when making a right turn, especially an interstate onramp the car will suddenly under-steer forcing me to counter-steer.
There has never been any dash lights on at this time.
I also randomly get the power assist failure on my information display center, but never lose power steering.
Will a new rack & pinion take care of both of these issues?

New steering rack should fix the problem, if the problem is not in the wiring, rack may be covered under the 5/60 warranty. If you are still in
