I have a 2014 Ford Fusion SE with electronic power steering thats making a loud clunk noise when turning steering wheel and only when the engines on what can it be causing the noise?

I changed the power steering control module because it had a code but the
noise is still there. I changed the rack and pinion and still the there. I'm kind of
lost any body ?

I bought it in an auction so I'm doing the work myself. I thought of suspension but everything seems ok. If I turn the wheels while the cars of no noise but when I turn the steering while the cars on the noise comes back
