I just bought a 2003 dodge neon sxt and i do not know if the timing belt has ever been changed do these cars have a reputation for timing belts going up and will it destroy the engine it has 116,000 miles

The 2.0 Liter SOHC and DOHC engines used in the Neon are interference engines. The 2.4 are not.

if there were no records with the car when you bought it then the first place i'd look is at any chrysler/dodge dealer. they keep records of all service work done there, you just need your vin and they'll let you know what work was performed by them. granted they may not have used dodge for their service work, but its worth a shot. but to answer your immediate question, yes if it hasnt been replaced you're on borrowed time right now to get it done.
