Assuming this is a left hand drive Volkswagen, your fuse box is located under the steering column on left side, a small storage compartment with a square button, turn that button and pull down and storage compartment will flip down.

If it is the same as my '86 Jetta, on the lower dash by the steering column there is a small pocket. The back part of that is removable. You will feel a lip inside it you can pull on. Just pull it out and the fuses are behind it.

keep drivers door open, and look at side of instrument panel. You will see a door, open it.
