I have a 2009 vw Tiguan dealer will charge 10,000 for new complete motor is it
cheaper to sell car or to have a used one put in

$10K is too high, I assume you went to the dealership? You can get a remanufactured engine installed for half that at a garage that does engine swaps. A used one for even less. Shop around.
