What would stop brake fluid from going to the rear wheels?

Usually there's a leak. Easy to find if you're losing fluid. If not, could be a frozen caliper, or you may have a rear drum that needs adjustment.

Just put new rotors and calpiers on cant seem to get any brake fuled to left rear caliper
