How often do Passat wiring harness come detached and get caught in the fan blades

My Passat has approx. 171000 miles.  I had the front main oil seal and timing belt replaced.  4 months later the wiring harness became loose and got caught in the fan blade, broke and ripped through the main radiator hose, causing a catastrophic overheat and head damage.  Is it true that the wiring harness had to be detached when the front of the car was removed to access the timing belt and oil seal.  If these failures are rare, is it fair to assume that the wiring harness was not properly secured when the car was put back together?

Not enough cable ties were used to secure the wiring harness , when you had the front seal & timing belt replaced , I'd find another mechanic for any future work
