2000 Explorer

When the weather is hot or I've been driving for awhile, if I shut the motor off
and try to restart the idle is very low, like it wants to stall.  If i put it in drive, it
stalls.  This will go on for 1-2 hours.  After that time it starts right up.

You can try this, it will cost little to nothing. Clean the throttle body with throttle body cleaner (NOT CARB CLEANER). Then remove the IAC and clean it with the cleaner. Check for proper operation. You probably have a lot of carbon buildup in there and it may help. Check the net for a video, there are probably dozens.
