Where is the belt tensioner to adjust it?

It should be somewhere in the path of the belt. Look for a pulley without anything behind it. You may not be able to adjust it. Most that I have seen have a spring that automatically adjusted the tension. You use a ratchet handle (if there is room) to relieve tension to change the belt.
