My 90 eldorado biarritz says battery no charge but then says battery voltage high and my dash goes out for 10secs what could be the problem?

Have your alternator checked for free at AutoZone or someplace like that for free. I'm of the option that is the problem and its a good place to start.

No. I don't think the 2 are related. But check your battery cables for a good connection. Check them all the way around. Like the ground straps to the frame.
