car been sitting for 10 year bought new battery but wont still turn over

Take all the belts off the motor. They have seized to the pulleys. Also remove all the spark plugs and shoot some wd 40 or marvel mystery oil in all spark plug holes. Rings could have seized to cylinder walls. Let it set over night. Use wrench on harmonic balancer and slowly turn engine over by hand several times. Have you drained all the gas out of the fuel tank and add new gas with sea foam added? If not do it before you try to start it. Also undo fuel line at engine and cycle fuel pump on and off till you get all the old gas out of the lines and smell fresh gas coming out. Change fuel filter. Also change oil and filter. Also change air filter. Condensation causes major issues with engines that have set un used for a long time. Doing the things I have listed will lessen the impact of this condensation and make it easier to get it started. Oh and change spark plugs.

Use caution if it does start. Watch for signs of it over heating. Your water pump and thermostat are probably going to be bad due to rust or just old age.
