Car Won't Turn Over

I just recently bought a 1997 Cadillac DeVille and it has 147,XXX miles on it. When I
first got it, it started good and ran good. Now it won't start and just makes a ticking
noise. I charged the battery and let it run for an hour give or take, then I left for the
weekend came back and went to start it and it won't start. It still has 7.5V of battery left.
Wouldn't be bad to mention that the battery's Voltage dropped somewhat quickly.
Dropped about .1 Volts every 5-10 minutes when it was running. So would I need a
new battery or is it some other kind of problem? Thanks for helping!
