A short answer to your question is, yes. While a lot of factors can lead to clear coat coming off, the car is 13+ years old, and depending on area of the country, acid rain, previous owner's care and keeping of the car (was it waxed regularly? Garage kept?, etc.) it is not uncommon for a 13 year old car to experience a problem like this, no matter who the manufacturer was.
