Subaru manual mode

When I use the manual mode in my 2010 Outback, it will not hold the gear, but will shift as it does in drive mode.  If I use the -, it will shift down, but it will shift up as speed increases.  I'm afraid that I will not be able to drive it in "low" when descending a mountain road.

I've tried it both ways. If I downshift with the paddle shifter, it will slip back into drive. Like I said,it will not hold the gear, or stay in low.
