2010 Chevy cobalt shudders when shifting occasionally

This satrted a couple of days ago and has me
scratching my head.  My car began to give a slight
bump or shudder when shifting after I speed up
from a stop.  It also had an episode of the
tachometer jumping up and down slightly when
accelerating to highway speed.  It's my atf low?   I
changed the trans pan seal and filter 6 months
ago.

Also not sure if this is related but when sitting still
in drive and depressing both brake and gas pedals
the rev doesn't get over 2000.  Any ideas?

Well check the trany fluid if you have not since the filter change, the RPM thing may be the start of a plugged catalytic converter, just have it checked at an exhaust shop.

It could be a good thing your rpm is not going over 2000 while two stepping it, means the trany is not slipping in first gear.

They have a plug on the side of the trany, It is full when you pull the plug and fluid runs out. Exactly where it is on that one I don't know. Just go to a service shop and have them check it. I wouldn't think they would charge you, it only takes like 5=10 minutes to do.
