replacing manual radio antenna on 2008 express

Whole thing turns when I try to remove antenna. Does tire well cover have to be removed to get wrench on antenna mount. Antenna will not just turn out of base.

This is a common problem with the vans and trucks around this age. The inner fender will need to be removed as you will need to drop the antenna down.
