Lock was frozen used Blaster, now horn won't shut off wipers and washer,
parking light are on doors keep re-locking switches are off. Engine does start.
Could it be anti theft? If so -  How to re-set?

Yes it is the Anti-Theft System, check in the owners manual on how to reset it.
