took my car to a mechanic for turbo replacement, now driver's seat and two back windows don't work

took my car to a mechanic for turbo replacement, now driver's seat and two
back windows don't work - all fuses check fine - a reading says low voltage to
those two areas, what can it be? the mechanic says fuse box itself???
