I connect my positive cable to battery after recharging it. head lights and windshield washer pump come on without key in ignition. where do I start looking for this cause?

The Head lights I get if the headlight switch is in the Auto Position, but should time out after the preset time, call it 1 minute. Turn the light switch back to the Off position. The Windshield washer pump motor is a trip. the only thing that should turn that on is the pushbutton on the column with the key on. Sounds like the ignition switch Relay could be stuck on. Do you live in a dusty environment? The Relay should be in the Fuse block panel. Read the cover of the fuse box and start pulling relays until the lights and pump motor go off. Do you have rodents chewing on the wiring harness? Most of the relays can be interchangeable as a test. When you find the stuck one, NAPA, or another quality parts house should have them for less then $20 each.
