the windshield wipers on my 2007 mercury marquis will not turn off. what causes this?

I have to remove the fuse or disconnect the battery to turn off windshield wipers. My mechanic is stumped. what should i look for?

It's not good when a "mechanic" gets "stumped"- check the electrical circuit with a test light- check the relay and the switch-
