Does the heater work normally? If so then there is likely an issue either with the temperature sending unit or the gauge itself. Could also be wiring in between. These have had issues with the gauges amongst other items listed as well. I'd try to get a feel for the actual engine temperature using an infrared temp gun and point it at the thermostat housing or even the radiator hose to get a feel what temp it's running at. Should be reading somewhere between 175-205*F (would read less on the hose as the rubber insulates it). If temp is normal then gauge/sender has an issue. If temp is too low then I'd be looking at a thermostat issue most likely. This test is done while engine has been running for a while. WARNING; never open the coolant cap on a pressurized portion of the system or serious injury could result if it sprays out!
