My 1994 silverado wont go over 45-50 on a hill the rpms hessitate

Just replace exhausted from manifolds back and
new fuel filters

It could be a plugged catalytic converter, or a fuel issue. May be due to have the fuel pressure regulator rebuilt in the TBI.
