Power steering fails

My town and country power steering started to go
out first now my belt won't move. can u tell me  
why?

The pump may have seized. With the pulley seized your serpentine belt won't be able to move. Most likely you'll have to replace the pump. Remove the belt and try to turn the PS pulley by hand, if it doesn't move then replace it, or have a mechanic look at it.
