what fuse would blow from the battery under the back seat to the jump terminal under the hood

my car wont start with the battery under the back seat but you can put jumper cables on the jump post under hood and it will start

Almost sounds like some bad connections. Should try and clean the battery cables on each end of the cables. If anything there may be a fuse-able link that is blown between the battery and the fuse box post where the positive connects too. Make sure the battery is fully charged also.
