Low voltage, mechanics can't figure it out

My 2007 Lucerne is giving off 2.5 voltage and it should be 5. I bought a new
PCM (computer) still nothing. I have a brand new Interstate battery. Two
mechanics with 40 yrs each on GM's can't figure it out. They spoke to a GM
engineer, he can't figure it out. They went from tail lights to PCM inch by inch
checking all connections. I'm at a loss and they've had my car over 5 weeks.  
Anyone else have this issue?
