If the cover is missing on the fuse box under the hood, suspect corrosion at the contact points. Water will fly up under the hood under normal wet driving conditions. If you suspect corrosion, disconnect the battery and remove each fuse one at a time. Now, using electrical contact cleaner spray each contact for each fuse location within the holder. Visually check for signs of corrosion on the contact points and mechanically clean it off if contact cleaner does not work.
