92 regal custom 3.1 radiator fans won't turn on?

My radiator fans won't turn on.  I've replaced the relays, thermostat, coolant temp sensor and coolant temp sender.  Wired the fans directly to the battery and they both turned on.  What's the problem?  The mass air flow sensor was replaced as well as the ecm and crankshaft sensor.  We disconnected the battery for 10ish minutes to reset everything.  The fans just won't turn on.  Could it be bad wiring??

That was the first step. I thought that would be obvious if I checked and replaced the relays as well.

The engine control module ECM controls the fans........good chance the module is bad. I had a similar problem with the A/C not turning on and it was traced back the the ECM
