I think there is only one pump, if your front is working then you likely have a plumbing problem, cracked , plugged or frozen hose. and yes, the cheap washer fluid can freeze if it gets cold enough.

There is a separate washer pump in the rear fluid reservoir for the washers that would need to be replaced, as long as there is not an electrical problem.

take a sewing needle and insert into firring where washer fluid comes out. if mpump runs then end is just plugged
