2006 volvo s60 key wont turn

we have a 2006 volvo s 60. 3 days ago my wife drove it home and when she came back out about 15 minutes later she was unable to start it. The key will only turn to position one. The car powers up but i can not turn the key further. The brake pedal seems to be be locked in the down position and i can not shift it out of park to even roll it backwards or have it towed.

I have looked at all the fuses and none are blown. I've disconnected the battery thinking that maybe some kind of security was tripped. The dealer says tow it in but they have no idea what the issues is.

W ignition on wiggle gear selector,lock out safety cable sounds stuck. Lockout safety cable is to keep childeren from pulling into a gear while parked. The cable is connected electricly to brake pedal and physically to ignition and gear selector
