Chevy malibu 98 over heating

Fan does not turn on while the car is on par after a while
as well as when I turn on the ac. Ac blows warm air I put
free on but still does the same and no leaks on the line.
What can I do?

Test fans by hooking them directly to the battery. No certain polarity needed. If fans turn you know they are good. Did you check coolant level and coolant temperature sensor?
