When I turn on my heat it will only blow when it is on the highest level. It ill not blow on any other one. Why

The resistor is bad. There is a Blower Motor Control Module / Resistor that controls the fan speed. Should be an in expensive fix. The part is only $20 - $50 depending on where you buy it and who makes it.
