I have a 2000 jetta, is there a fuse that controls the audible tones such as the emergency break tone??

I assume there would be. It would have to get power from somewhere. Look in your manual usually there is a diagram that tells you which fuse belongs to each component. If that doesn't work ask VW service. Hopefully they will tell you.
