Hi. Sorry for joining this discussion so late but I've just bought a 99 Golf for $500 and it runs like a champion, it's a bit beaten up but it's still awesome. My car starts first kick everytime EXCEPT, for when I've just driven it and then shut it off for more than around 20 minutes. It turns over and over until it's almost flat but will NOT fire. It's really bizarre and a huge pain in the neck. Does anyone have even a slight idea why this is happening?

Most likely a short circuit is cause Fuse #14 to blow. This disables your ability to start the engine. Find and fix the short circuit.
